Handicapped (Equal Opportunities, Protection of Rights and Complete Participation) Act, 1995, effective from 1st January, 1996. |

- Under the scheme for rehabilitating in the society and living a respectful liberal life in the society by the handicapped (Blind, deaf, bone related, mentally retarded) persons and to provide equal opportunities, protection of human rights and complete participation by them is ensured.
- The Government of India has appointed Chief Commissioner for the purpose of implementation of Handicapped Act, 1995 while at State level, an independent Commissionerate is established and a Commissioner is appointed and entrusted the work of implementation of this Act.

The following facilities are given under the Handicapped Act, 1995:- |
- Timely diagnosis of handicapness and prevention,
- Free education to handicapped children,
- Education imparted by the Organization with boarding to handicapped children as per their eligibility.
- Employment to the handicapped persons as per eligibility,
- Government job and 3% appointment in the vacant posts of every Unit.
- To provide necessary facilities in the State Transport as per eligibility,
- Facility for construction and to and fro travel facilities as per requirement.
- Approval to the Organizations for handicapped persons.
- Research and Human Resources Development Schemes,
- Social Security-shelter facilities for handicapped persons.
- For the purpose of working in the field of handicapped persons, obtaining of Registration Certificate under Section 52 is necessary.

Applications are invited to give Registration to the Organizations who are willing to work in the field of giving protection to equal rights to the handicapped persons under Handicapped Act, 1995. |
