| The Handicapped Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 |
| Objectives |
To facilitate the rehabilitation of disabled persons (blind, deaf & dumb, mentally retarded etc) in Society and to help them lead respectable lives independently and to ensure that they are provided equal opportunities, protection of their rights as human beings and their full participation in Society.
The Government of India has appointed a Chief Commissioner and the State Government has appointed a State Level Commissioner to ensure implementation of this Act. |
| The Handicapped Act, 1995 provides for following benefits / facilities : |
- Timely diagnosis and cure of disability.
- Free education to the disabled children.
- Education with institutional residence to disabled children as per their eligibility.
- Appropriate “Employment” to disabled persons.
- 3% employment in the vacancies arising in Government service and all establishments.
- Appropriate facilities in road transport as per entitlement.
- Facilities to disabled persons for construction and transportation as per their requirement.
- Recognition of organizations working for the disabled persons.
- Research and Human Resource Development schemes.
- Social welfare and security facilities for disabled persons.
- Certificate of Registration under section 52 is essential for working for the disabled persons.

| Certificates of Registration are issued under The Handicapped Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 after obtaining application for registration of organizations working for welfare of handicapped persons. |
