Commissioner for Persons with Disabilities

The Commissionerate for Persons with Disabilities has been created as an independent statutory authority under the Parliament's Act called the Persons with Disabilities Act (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 Which came into force on 7/2/1996. It is quasijudicial authority with both regulatory and promotion at role. The Commissioner exercises his power as Deemed Civil Court to look into the complaints from disabled people regarding infringement of their rights. In its independence it can be compared with Chief Election Commissioner. The Central Act enjoins the state government to appoint the Commissioner for their states and Gujarat Governments appointed the commissioner in November 1996. However the commissioner had his staff and own accommodation for the office only in December 1998, till then one of the branches in Sachivalaya took care of the work.
